The first comment should be fixed. I didn't think to raise an ITP because in my mind this is simply a new version of the existing Unl0kr package, but given it's a new source and binary package you're right. I'll also file an RFS shortly.

Regarding the d/rules clean target, IIRC this was proposed by Lintian and according to https://manpages.debian.org/testing/po-debconf/po-debconf.7.en.html is the recommended configuration to ensure the templates are always up-to-date.
